I noticed it too. That is just the way nations raid regions, except he made a fatal mistake- they aren't UN nations. I think he's threatening us. I mean, he's not really breaking a rule so the NS moderators can't do a thing.

Really? I thought that was the Head of the Military. I thought the Head of Defense was just in charge of, well, defense.
