Well, I could be wrong. But I did remember seeing it somewhere before. But back on topic:
So, did Kalecton have any government posts or any other awards that we need to give out? And how long will he be gone, are we talking weeks, months, years...?

It's safe to assume that Kaleckton left IN forever. And his government posts are being distributed via the elections.
