How will we know if a nation is a raider or not if they join our region and then the forum?

simple. raider nations are UN nations, that endorse a single nation that came with the others as soon as they enter IN. Say a nation called RaiderStates comes in with 19 other UN. He takes Debro's position as Head Delegate. Well, then we just not allow those who Endorse the unlawful delegate on the forum.

And from what I've read, Teivostan has allied himself with Aero City. I believe that puts Aero City with CC and AoD

EDIT: Just read Blades of Conquest's Wiki entry: They are also allied with CC, although they have fought them once in the past.
