I don't think giving the judge a constitutional-overseer role is too much power in one man. Otherwise neither of them are going to have much to do.

From the reofrmed constitution(not finished):

Section V - Order of elections
General elections have to be held on the 21st of every other month. Candidates for the positions (President, Foreign Minister, Defence Minister) must announce their intention until the 21st.
If there was only one candidate on the 21st, no election needed, the candidate will be appointed as an acting official.
