In my opinion this seems to be a bill of attainder. A bill of attainder has widely been viewed as a breach of legislative discretion in other jurisdictions. While bills of attainder are not strictly prohibited by the Constitution of IN, I suggest that it may be a more legitimate exercise of power to use the results of this poll as a mandate for the Head of International Relations to apply to the Supreme Court for equitable relief by way of an injunction directing Teivostan not to join.
