Hmm...true...perhaps you can add that emergency nuclear production is allowed? You know, in the event of a nuclear war and making nukes to defend yourself, although I doubt there will be a nuclear war anytime soon. But, as long as you throw in the ability to create nukes in the event emergency, I'll vote YAY with all of my senators.
