New structure(IN discussion Chamber)

Ok, as you've probably noticed, i changed several things:

1. The International Nations category was changed to Regional Government

Reason: I think this name is more informative.


2. The International Nations Discussion Chamber board's name was changed to International Nations Senate

Reason: same.


3. I've created 2 sub-boards:
Supreme Court and Foreign Affairs and moved the un-board to the same place.

Reason: better organization.

Now,we have several alternate route:

a)Scrap the new boards- they're needless
b)Move the recruitment and the military board to the same place(sub-boards)
c)Move the 2 new boards and the UN boards to the main page(like the Recruitment and the military boards)
