The Inter-Regional Military Command Treaty
Introduction
Wherefore, for the better defense of our regions, and to increase the co-operation between our regions, we, the parties herein under signed, do, by this treaty, create the Inter-Regional Military Command (IRMC).
Article I
1) The Inter-Regional Military Command treaty of 2008 may be called the IRMC treaty of 2008 or the Military Command Treaty of 2008.
2) The IRMC is an alliance between the Global Union of Nations and the Imperial Union, and other regions should they adopt this treaty.
Article II
1) The Inter-Regional Military Command is a defensive alliance.
2) The IRMC helps co-ordinate and manage the military Operations of its member Regions, providing better communication and assistance between the Regions.
3) Members of the IRMC pledge to help defend other members of the IRMC from invasion.
4) Members of the IRMC may assist in invasion operations conducted by members; however, participation is not compulsory.
5) The IRMC is administered by the IRMC Executive Council, composed of the Heads of State/Government of member regions.
6) The Executive Council is the chief policy and decision making body of the IRMC. All actions, decisions, and statements of the IRMC must be approved by the Executive Council.
7) Executive Council meetings are held every 2 weeks, during this time new resolutions or decisions may be introduced and be voted upon. Meetings last for 3 days.
8) The Secretary-General of the IRMC is appointed for a 4 week term by the Executive council from the member regions. The Secretary-General must serve on the Military Committee. The Secretary-General administers the IRMC in-between meetings of the Executive Council. The Secretary-General also administers the IRMC forum and Chairs the Military Committee.
9) The Military Committee of the IRMC is composed of the senior officer from each member regions military.
10) The Military Committee manages the Military operations of the IRMC, co-ordinates the movement of the IRMC task force, and advises the Executive Council on military matters.
11) Decisions of the Executive Council and the Military Committee are made by majority vote of all members.
12) Invasions may be managed by the IRMC; however, as stated above, members of the IRMC do not have to participate in invasions.
13) Member region, as an exercise of their sovereignty, may invade regions or perform other military actions without the consent of the Executive Council. However, the Executive Council reserves the right to expel members from the IRMC.
14) Regions wishing to join the IRMC must adopt this constitution and be approved by 2/3 of the member regions.
15) Member regions may not invade other member regions, for any reason. If they do, they are automatically expelled.
