Section 1- a Quick Overview
1.gathering intelligence.Somebody should watch the region (activity, activity of the allies) The Head of International Relations (or the ambassadors) should ask for intelligence data from the allied regions. The Head of Defense gather all military personell needed for the attack. 2. The Head of International Relations asks for support from our allies. Final coordination (briefing to the participants, so everybody arrives at the same day) 3. the actual attack.
Section 2- Secrecy Because we're not a pure raiding region (not at all really) secrecy is crucial. Except in cases like TK and New IN but only when it's too late. Thus we must keep these things secret: - Our main nations (see more down) - What region we're from - Our plan Paramount is the importance of puppets. That is how we can safely act with no one getting suspicious. there are some guidelines though: - It is not your main nation. Your main nation can't participate in raids due to secrecy reasons. - Never have your puppet make contact with IN or its provinces. - When moving from hostile areas, it is best to pass through 2 or more extremely big and busy regions so as to cover up where you're going. And: - Don't let everyone know you're raiding a region. If the opponent doesn't realize what we're doing, the chance we get resistance to that is much less.

I suggest the following protocol.

Added something on Secrecy-
