As for Corrigador and Cazelia, I'm not sure whether promotion is appropriate there as they were canceled and failed.

I'm not sure yet as to whether I should give promotion on failed raids

And getting promoted for spying works just once. I don't want people to get promotion just because they made a billion puppets and sent them spying on raider regions
