I. Law of International Nations
Order of legislation
-Proposals All of the senators owns the right to propose a law.
-Pass for voting The Head Senator or the Co-Head Senator has 48 hours to make a poll regarding the proposal OR
Can throw it back for further debate - in case of rejection, the Official must give explanation. The High Judge has the right to force the Official to make a poll about the proposal.
-Voting,veto As fixed in the constitution

Let me explain why i drafted this proposal.
First, the head senator and the co-head senator is just doing an administrative job, since all of the senators can suggest a law(which is very good)-the HS has only the right to set the polls up. In my opinion, when we trust someone with a post that sounds so important, we should give some responsibility (and some rights too) to the job.
Second - more important - when the HS and the Co-HS is both inactive, we simply cannot vote on a proposal.Perhaps time limit solve that problem.
What do you think?
Oh, and the high judge is in the picture cuz she's supposedly fully independent, and the Founder still has the right to control the legislation via his veto.
