It's a tricky one. First, we're always running low on nominees.... but it would be more democratic, when we would elect the post.

Nobody yet;after we finish the reform of the constitution, the Delegate will be the preisdent.(there was a poll about it)
No doubt! Still, as we have many acting officials, you can call for an interim election anytime...
