Hello Everyone, I have been working on a way of keeping things like laws from becoming an increasingly confusing system of posts and polls. In order to better facilitate the study, understanding and implimentation of IN law, I am proposing the creation and adoption of an official code of statutes, similar to the US Code that catalogues American law. I will post what I have come up with here.

International Nations Code

Constitution
I. Citizenship A. To be a Citizen you must be any of the following -be located within International Nations -be located in a Providence of International Nations -doing spy work for International Nations -deployed to other regions for military usage B. Rights -Free Speech -Do not need to join the UN
II. Senate A. All Citizens of International Nations who join the forum are senators B. All laws must be passed by a 60% majority of senators who have voted C. All voting polls are to be set up by Head Senator
III. Head Senator A. Rights & Job Duties -Head Senator has the right to set up all voting polls -Head Senator has the right to be a MOD on the forum -Head Senator has the right to appoint a Co-Head Senator B. Voting Poll setup Requirements -Law polls must have a minimum length of 3 days voting time -Amendment polls must have a minimum length of 5 days voting time -Alliance polls must have a minimum length of 4 days voting time -Election polls must have a minimum length of 5 days voting time C. Terms & Requirements -A new Head Senator is to be elected every other month on the 21st -A person cannot serve more than 3 terms in a row -Must be in the senate to run D. Co-Head Senator -Is to be appointed by Head Senator -Can be replaced at anytime at the Head Senator's wishes -Can set up voting polls -Acts as Head Senator in times of absence, inactiveness, if they leave International Nations, retirement, or impeachment
IV. Head Delegate
A. Rights & Job Duties -Head Delegate is in charge of UN affairs -Head Delegate has the right to be a MOD on the forum -Head Delegate can veto any bill passed by senate that has less then 75% support of voters -Has the right to regional controls
B. Terms & requirements -Must be in the UN -Must be the member of the Senate -Have to be elected every other month on the 21st -Cannot serve more than 6 months in a row
C. Order of election / Endorsements distribution -Elected together with other governmental post - after the elections, ALL UN-members of the region MUST endorse the elected Delegate. Breaking this law will results in a trial. -The High Judge is responsible for the procedure. -Sends out warning telegramms -In case of ineffectiveness, decides about punishment. -Non-delegate nations can only have half of the endorsements owned by the delegate.
D. Revocation -All senators have the right to call for a mid-term election in case - has the support either the Founder,Head of Senate, or the High Judge - has the support of the Senate (75%)
V. Founder A. Rights -Be a MOD on the forum -Can veto any bill passed by senate that has less then 75% support of voters -Give MOD status to anyone on the forum -Can give out Pardons
VI. Impeachment A. If a crime is committed by a government official an impeachment can take place at the wishes of the senate B. Can be veto by founder if it has less than 75% support C. Impeached at 65% approval rate of voters
VII. Crimes A. Spying on International Nations for a foreign region B. Multiple accounts on the forum C. punishment is to be given by High Judge, founder can reduce or pardon any sentence
VIII. High Judge A. Is to hear out and pass judgment on all trails B. Can deal punishment, founder can reduce or pardon any sentence C. Is to be elected by Senate and serve until inactiveness, Impeachment, retirement, or leaving International Nations D. Founder is to act as High Judge in absence of an elected High Judge
IX. Head Of Defense A. Rights & Duties -Is in charge of the military and leading regional attacks -Has right to be a MOD on the forum -Has the right to setup or change military any military document B. Terms & requirements -Is to be elected by senate every other 21st -Must be in the UN
X. Terms of office A. Cannot hold multiple offices -Can hold any number of sub offices -Founder doesn't count as an office
XI. Sub Offices A. Are to be appointed by founder or Head Delegate B. Both are allowed to hold other offices C. Serve until Inactiveness, retirement, or leaving International Nations D. Have the right to be a mod of boards that relate to their office
XII. Amendments A. Must be passed with 75% approval of senate who have voted
XIII. Head of International Relations A. Rights & Duties - Gathers informations about regions suitable for an alliance. - Presents them in the Senate, and report it to the Head of Senate. - When the Senate agree with the alliance, arrange it. - Keeps the friendship between International Nations and it's allies. - Can assign ambassadors to allied regions when required. - Informs the Head of Defence when military action is required by our allies.
B. Terms & requirements -Is to be elected by senate every other 21st
XIV. Providences A. Terms of becoming a Providence -Any region that wishes to become a Providence of International Nations must be approved by 75% of voters -Any region that has been taken over by the Military of International Nations must have 75% of voters support to become a Providence B. Rights of Providences -Have the right to Elected a Providence Delegate -Have the right to have their own board on the forum
XV. Providence Delegate A. Rights & Duties - Providence Delegate has the right to be a MOD on the forum and of the Providence Board - Providence Delegate can veto any bill passed by senate that has less then 75% support of voters that relates to the Providence (only if their is no Providence Founder) - Providence Delegate has the right to regional controls of that Providence - Providence Delegate is in charge of UN affairs for the Providence C. Terms & Requirements -A new Providence Delegate is to be elected every other month on the 21st -A person cannot serve more than 3 terms in a row -Must be in the senate to run -Must be in the UN to run
XVI. Providence Founder (If their is one) A. Rights -Be a MOD on the forum and for his/her regional board -Can veto any bill passed by senate that has less then 75% support of voters that relates to his/her region -Can give out Pardons to anyone who Committed a crime against his/her region
Title 1: General Provisions
Section : Election Procedure A. General elections have to be held on the 21st of every other month. Candidates for the positions (Head of Senate, Head of International Relations, Head of Defence, Head Delegate) must announce their intention until the 21st. If there was only one candidate on the 21st, no election needed, the candidate will be appointed as an acting official.
B. Acting Officials. 1. In case of absence, inactivity or retirement the Head Senator has the right to appoint an acting official. 2. When the general elections cannot started for more than 7 days, the Head Senator has the right to appoint a senator for multiple offices. 3. When more than one canditate presents until the start of the general elections (21st of every other month), acting officials cannot be appointed. 4. All members of the senate have the right to call for an interim election against an acting official. The Head of Seante must start the election immediately. 5. Acting officials cannot be mentioned in the World Factbook Entry. Posts filled with acting officials must be marked as "NEEDED". The Head Delegate is responsible for this.
C. No-confidence provision All members of the senate have the right to propose a no-confidence provision against an elected official. 75% of the votes needed to hold an interim election.
Section 2: Legislative Procedures
A. Proposals: All of the senators owns the right to propose a law.
B. Pass for voting: The Head Senator or the Co-Head Senator has 48 hours to make a poll regarding the proposal, OR Can throw it back for further debate - in case of rejection, the Official must give explanation. The High Judge has the right to force the Official to make a poll about the proposal.
C. Voting,veto: As fixed in the constitution
Section 3: Statutory Compilation to be Kept A. The Head of the Senate shall be responsible for the compilation and publication of statutes passed during his/her term.
B. The statutory compilation shall be official titled the “International Nations Code” and shall be referred to as the “Code” as an acceptable short form.
C. The Code shall begin with the constitution and any amendments thereof of International Nations.
D. The Code shall thereafter contain the laws of International Nations, arranged by subject matter, each subject area having been given both a title number and name
E. Statutes shall be published under the title pertaining to the area of law which they affect. 1. If a statute amends a current law, the language of the most recently enacted law shall replace the older language in the Code. Statutes should be written to indicate the title(s) and section(s) that they modify. 2. If a statute creates a new area of law, it shall be added to the Code in its entirety and given a title number immediately subsequent to the previously last title number, unless the legislation contains special instructions as to the placement of the statute within the Code.
F. A statute may simultaneously create new statutory titles and amend existing statutory titles, but may not create and/or amend statutory titles while also amending the constitution.
G. The Code shall be adopted as general legislation and shall replace all existing records of statutes as the official record of International Nations, being in its entirety the supreme law of the land, subordinate only to the constitution. The Constitution published in the Code at the time of its passage shall be the current constitution and no part of the passage of the Code shall be used to amend the constitution or the Code shall not be approved.
Appendix A: Citation Forms
For purposes of ease of use of the Code and the furtherance of legal scholarship and practice in International Nations, the following citation formulae should be used when citing the Constitution or the International Nations Code:
For the Constitution Cite as Follows (brackets omitted):
I.N. Const. Art[or Amd if citing an amendment not incorporated]. [article number in Roman numerals]-[section letter].
Example: I.N. Const. Art. I-B.
For Statutes Cite as Follows (omitting brackets): [title number] I.N. Code [section number]-[subsection letter][(secondary subsection number if applicable)] (Month, year accessed).
Hence a citation to Title 1 Section 1 B(5) would read as follows:
1 I.N. Code 1-B(5) (November, 2007).

The Constitution is a verbatim copy and paste and Title 1 sections 1 and 2 are identical in words with a slight rearrangment of clausal distinctions to the Law I and Law II amended threads in the government archives. Section 3 and appendix A are the only new things in this. I propose passing this code as law so that the laws of the region will have a logical and ordered repository rather than becoming lost in the informal process of memory. The rule of law is crucial to civil society, therefore we must know what the law is.

I should clarify: The code is not a constitution. It is simply a system of compiling laws so that they can be easily researched. The constitution itself remains unchanged as do the laws that have been enacted. We cannot rely on constitutional amendments to make law as the constitution, if it is, in the words of Chief Justice Marshall, "not become so great a bauble." Constitutions outline the aims and means of government, but it is the general statute that actually accomplishes those aims by employing the means. I do not here propose changing either the aims of this government or its rightful enactments, simply to clarify those enactments. Put simply: this code changes othing except the way in which laws are recorded.
