After much hesitation and thinking from the former "Emperor" Kazzer, it has been decided that the Imperial Dictatorship is to end to create The Federation of Kazzerland. Kazzer last dictatorial act was to name himself Chancellor, but a Senate has already been formed with senators representing every providence in Kazzerland. A new age for Kazzerland of democracy begins!

you know, you can keep Kazzer as emperor, except he just doesn't get any power. I mean, that's how constitutional monarchies work
