Civil rights activists are currently protesting all over Owtopia. They say that since many other dictatorships and empires are becoming more free and that we should to. Owen is currently pondering what to do about this. He has ordered the military not to fire on the protestors. He asks other nations for advice.

In the way of advice, yeah, become a democracy or republic. If you still want to have total control, just let everyone do what hey want(more freedom)

to put it in NS terms, increase Civil Rights a lot and (presuming you're a one-party state) allow a second political party, of which you generally make that party more independent.
