Sudooku hoped all would work out. All attendants were given stay and priveliges in a five-star hotel nearby, and the Count had sent government members to greet each delegate as they arrived at the airport. Regardless, with the delegates assembled, he felt the conference could begin. "Gentlemen and felines," spoke the Count in a sincere voice. "We have assembled here for a simple issue: we are not here for petty rivalries and disagreements, we are here to ban the use of nuclear weaponry in warfare together. The CIW currently only uses nuclear power for its submarines, and we have taken great care to dismantle nuclear missiles built by the previous Dictator. I ask you all that together, we draw up an agreement to ban use of nuclear weapons in armed conflict and overall. This will greatly reduce civilian casualties and environmental side-effects which can haunt a nation for decades to come." He paused, and took a sip from his glass of water. "I declare the conference to be open!"

The Automaticz Delegate Peng Jung arrives at the conference wearing a strange smelling perfume that Automaticz Scientists say repels felines.
Thank you for inviting us, we in Automaticz fully support peace and we are devistated that we are forced to keep our vast Nuclear arsenal as a deterrent to nations like Teivostan which would instantly fire at civilian targets if we did not have the means to fire back. The soldiers which man our Nuclear Missile sites at secret locations always say that they dread the day when they would have to fire the weapon, but are loyal to the nation and know that they are protecting our peaceful citizens, their families and loved ones. We believe that if we can, modify, nations and ideology's which are aggressive and oppressive in nature, *The Delegate glances at the Teivostan Delegate* Then we in turn eradicate the need for a deterrent and can all live happy peaceful lives in a cooperative International Community.

Colonel Klaus Hermann, an officer specialized in international affairs and diplomacy, arrived in the CIW as Kazzerland's delegate to the conference.
A man in a gray, freshly polished uniform strides into the conference and takes a seat. With a thick German accent he says, "Greetings gentlemen, und adorable furry creatures alike. I represent ze great Kazzeran Reich. Ve are opposed to ze idea of nuclear weapons being used. Like our Communist counter-parts from Automaticz, we keep ours only for ze purpose ohf deterence und national security. If it is agreed upon zat all nations are to destroy zeir nuclear veapon storages, zen ve vill as vell. Zat is ze official stance ohf ze Kaiser. Also, ve are rather concerned about ze hostilities between Automaticz und Teivostan. Ve vould like to see some progress on zat front."
The man then passes the imaginary talking-stick to someone else.

We would like the Kazzer delegate to know that we are only responding to Teivostan Aggression, they have attempted to intimidate us and frankly their treatment of Humans is horrific, if you or I were born in Teivostan as a human we would at this very moment be subject to sustained torture and oppression, how the International Community can live with something like this is beyond me.

Count Sudooku sighed. "I had hoped that we would leave international disagreements out of this, but if peace can reign in the CIW if Automaticz and Teivostan come to an agreement in this conference, so be it. Regardless, I'm pleased to hear, Peng Jung and Klaus Hermann, that your countries are willing to dismantle your nuclear weaponry. we have been doing so for a while now. And personally, I am also concerned on the current state of human rights in Teivostan." The Count showed a quick smile, placed a hand on his glass and turned his attention to the Teivostan delegate.

However, let us be productive while we wait: I have here some terms for the agreement: All member states promise to: -Dismantle all nuclear weaponry that signatories posess, whether in production or in storage, -Freeze all trade of nuclear knowledge between nations, -Dismantle any plant built for the production on nuclear weapons, -Agree to not build any more nuclear weapons. "I admit the last one is poorly worded, but are there any clauses you wish to add or remove?"

Colonel Hermann clears his throat and speaks after the announcing of the agreements.
"Yes, ve should be able to accommodate zose agreements. Zere are no clauses that I vould add to zat list, in fact I sink it is quite a complete und fair list... I suppose ve should continue to vait for ze arrival of ze Teivostan Delegate."
Hermann lets out a heavy sigh and begins to tap his fingers on the table, growing very impatient.

We can not agree to this, the Teivostan Government has become strangely isolationist after being extremely threatening to Automaticz. We are preparing a defensive plan against a nuclear strike.

Count Sudooku was obviously dismayed at the statement. "Despite receiving an invitation, it's dissapointing that the Teivostan delegate failed to show up to the conference. Regardless, with Teivostan inactive internationally, is now not in Automaticz's best interest to be a signatory of the Agreement? As a show of goodwill perhaps?"
